The Committee of Ministers of the Council of Europe adopted Resolution in the case of Alexey Pichugin
June 4, 2020
On June 4, the Committee of Ministers of the Council of Europe adopted Resolution CM/ResDH(2020)100 in the case of Russian political prisoner Alexey Pichugin, calling on the Russian authorities to “adopt the individual measures necessary to erase as soon as possible the consequences of the applicant’s convictions resulting from the criminal trials found by the European Court to have been in violation of the Convention.” The Russian authorities have until November 30 of this year to correct the violations. Some examples of the individual measures could be a new trial or pardon. If the Resolution is not executed, the Committee of Ministers of the Council of Europe will re-examine the Pichugin case no later than March 2021.
The same day the Pichugin case was being examined at the Council of Europe, the Orenburg Region’s Commission on Pardon Issues denied Pichugin’s pardon request.
