Mr. Putin forms a special unit within the Russian General Prosecutor’s Office to fabricate evidence against Yukos, its employees and leaders.

According to a key advisor to Putin at the time, the unit’s mandate was to “launch the government attack [against Yukos] under the guise of ‘legitimate’ court proceedings.”
